دور مجالس الأمناء في تطوير مؤسسات التعليم العالي: تحليل مقارن للتجارب الدولية
الملخص
هدفت هذه الدراسة إلى تحليل الإطار النظامي لمجالس الأمناء في جامعة كاليفورنيا بوصفها نموذجًا للجامعات العامة، ومعهد ماساتشوستس للتقنية بوصفه نموذجًا لجامعة خاصة غير هادفة للربح، وذلك ضمن سياق النظام التعليمي الأمريكي. وركزت الدراسة على بيان آليات تشكيل مجالس الأمناء، وصلاحياتها، وأدوارها في الحوكمة الجامعية، مع تحديد أوجه التشابه والاختلاف بين النموذجين. وقد اعتمدت الدراسة على المنهج الوصفي التحليلي لتحليل الأنظمة واللوائح المنظمة لمجالس الأمناء، وعلى المنهج المقارن للمفاضلة بين النموذجين. وتتمثل أهمية الدراسة في ندرة الدراسات العربية التي تناولت هذا الموضوع بصورة تحليلية. وتُظهر النتائج أن مجالس الأمناء في كلا النموذجين تضطلع بدور أساسي في رسم السياسات العامة واختيار القيادات العليا، مع وجود اختلافات في طبيعة التشكيل ودرجة الاستقلالية. وخلصت الدراسة إلى مجموعة من الدروس التي يمكن الإفادة منها في تطوير مجالس الأمناء في الجامعات العربية وتعزيز كفاءة الحوكمة فيها.
